City Rules and County Land Around Easley

Barndominium builders in Easley work across Pickens County's largest community. Easley is about 12 miles west of central Greenville and had 22,921 residents in 2020, up from 19,993 in 2010, with a 2025 estimate of 27,319. Nearly all of the city is in Pickens County; in 2020 only 33 residents lived in the small Anderson County portion. Whether your barndominium goes up inside city limits or on county land outside them changes who you deal with, and both paths are laid out below.

Inside city limits: the Easley Building Department

The City of Easley reviews plans, issues building permits and inspects residential, commercial and industrial work from City Hall at 205 North First Street. Its phone is (864) 855-7908. Some points that matter for a barndominium:

  • A permit is required for any structure of 200 square feet or more, and for a structure of any size that needs plumbing or electricity. A detached shop counts.
  • A homeowner may pull a permit for a primary residence, but not for a rental. The Owner/Builder Disclosure form must be completed and filed with Pickens County under South Carolina law.
  • The city has a 2023 Zoning Ordinance and its own stormwater regulations. It has also adopted Ordinance 2024-02, a development moratorium, so ask the city whether it affects your parcel before you plan.

The department also answers questions on zoning, energy conservation and accessibility, which makes it the right first call for any lot in town.

Outside city limits: Pickens County land

On unincorporated land around Easley, Pickens County Building Codes Administration issues the permit, and the county's process puts septic and addressing ahead of the building permit. Two county rules are easy to overlook on a barndominium site:

Grading thresholds. A simplified grading permit from Pickens County Stormwater is required when land disturbance reaches one-quarter acre. At one acre or more, a full land disturbance permit with a stormwater pollution prevention plan is required. A barndominium slab, driveway, septic field and yard can add up to a quarter acre faster than you might expect.

Driveway tie-ins. If you build on a county road, an encroachment permit from Roads and Bridges is needed after the septic permit, the 911 address and the building permit are in hand. Pickens County provides one residential tie-in per parcel when the line-of-sight requirement is met in both directions, supplying pipe where a ditch must be crossed plus crusher run and asphalt. Vacant land such as pasture or hunting tracts does not get a county tie-in, and if line of sight fails, the owner may still build the driveway at their own expense.

Railroad, mills and US 123

Easley grew up around the Atlanta and Charlotte Air Line Railway, which was routed through what was then Pickensville after William King Easley, born in Pickens County in 1825 and the town's namesake, raised money for it; a local family lumber mill supplied materials for the town's first dwelling and its train depot. The railroad made Easley a textile town, and later the construction of US 123 drew retail and business growth along the highway corridor.

The land itself

Easley sits at 1,011 feet in the Piedmont. Upland soils in this region are deep, well-drained red clays like the USDA Cecil series, which has a sandy loam surface over a red clay subsoil and forms on ridges and side slopes. Where a parcel runs down to a creek, the lower ground can be wetter and is worth checking against the county floodplain map. Pickens County keeps a floodplain development permit application with its planning documents.

A practical order of work

1. Confirm city or county jurisdiction from the parcel number. 2. On county land, start the septic permit and 911 address early. 3. Lay out the slab, driveway and septic field and add up the disturbed area against the quarter-acre grading threshold. 4. Finalize the barndominium plan and submit for the building permit. 5. File the encroachment application if the driveway meets a county road.
